I keep wanting to say it's a Bourne flick; but, I'm not remembering the actual scenes as any from the Bourne movies. The look is different, too. Maybe, "The Fugitive" (Can't believe that one's not been done, before).

I get a "Don Quixote de la Mancha" vibe from that image, but I have no specific movie title in mind for guessing.
