The message on 6879 has changed! Previously, it was the information for the OTP Black 9 drop. When we checked it today, it has coordinates in Alaska for an "OTP Black 9 replacement". The imagery data for the drop is here.
Sure enough, a simple message to ensure that the decoding is proper. Not sure why there's "MLPL-0000000" surrounded by 8 PRJMLPLs, though, PMs are weird.
Does anybody recall if any other drops had audio tracks? It seems like the other ones were either black OTPs, "data.bin", or other oddities.
Each compact disk audio track contains important information. This information is stored in the 4 least significant bits of the audio compact disk track.
A magic keyword for data is indicated by all 1's binary followed by all 0's and so forth. Next contains a file length indicator. After this, binary data starts. The end of the binary is indicated by the file length. Combine the nybbles from the left and right audio channels to form bytes.
You may also find simple data for decoding on the friendly code audio track before working on more complicated binary operations. The friendly code is used to validate the authenticity of WORM documents, books, and other media. If the authenticity fails the check or does not exist, treat any item with extreme suspicion.
This encoding method applies to all CD audio drops, including 2010, 2011, 2012, 2013, 2014 and the 2015 preview MLPL mission documents.

L0j1k uploaded the El Cerrito CD since the original links went offline, and I've been putzing at it most of today. I haven't found anything interesting.
I have had no success. Hopefully a more useful hint will be posted soon. I've had a lot of things that look interesting but nothing that actually resembles anything useful.
