Somehow, the screenshot immediately made me think of Minority Report, except for the fact that I couldn't quite place the cop... yet it kept bugging me, so I just looked up that scene and it is scaringly similar.... guy wearing a sweatshirt, the blueish lighting, the rain... except that in that scene, Tom Cruise is talking the the no-eyed junkie and not a cop.

I could have sworn... oh well Neutral

No "Rain" in the title of this movie. The element named in this movie's title could be considered the opposite of rain.

Not Louis Gossett or Ernie Hudson. But he was in another movie that had the word "Rain" in the title. Though neither of those rose mentioned.

That would be me...but I intend to hold out till I actually recognize a movie.

As far as this one goes, I don't. But I'd say that's Louis Gossett Jr. right there (or maybe Ernie Hudson, though it can't be The Crow since it's daytime...).

I don't know what this is so I am going to guess Magnolia -which has the most unusual rain scene ever.
