Hahaha, first instincts really are amazing things. When I first looked at that I immediately thought of a certain building top scene involving crossing from one building to another using a life preserver and a lane divider. I wasn't too sure what movie it was from, but had in inkling it was Hudson Hawk. Now after spending the day whistling 'Swinging on a Star' (also a bit of singing too ), I google a little deeper and find that scene was from Hudson Hawk.
