Wow. I have no idea. That is an odd picture. And the actor is really familiar. Is it from the sci-fi-apocalypse sorta genre?
... The Mouse That Roared? I'm sorry, the mouse-looking thing in his hand (is it a mouse?) caught my eye. lol.

Clue: (and also reason why you don't recognize them) The cast are all unprofessional, first-time actors. In fact, some of the cast members' houses were used as sets in the film.
