Awesome catches--that blog seems to be the blog of Hatch's Dr. Bernie, who was the head of the Oracle project. At least, that's my guess.
I can't seem to find any cached versions of the blog, but someone finds something...
The Jessica image intrigues me. Not sure why, but maybe there will be answers later.
Also, I'm not getting anything out of that string of italicized letters. I've exhausted probably every cipher in existence. If someone else wants to try it, BE MY GUEST.

On Brian Bricker's contact page, there's this: "usoracleproject.blogspot.com" Content all removed by executive order. Most of the urls seem to have started that way, although I'm looking around... I guess I'll edit this, since I'm helping.
Also, Bricker does seem to be associated with emergency medical stuff; the company for the tmp files (Word properties) is "Reach Mediplane" and the authour is "brian_bricker".
Guesses: He started working on the story while there. The TMP files were an accident. (I think this because there are several files; and the red 'put Queenie background here' is a little weird for something distributed intentionally)
Wild guess: The oracle could be Jenny (Port's Jenny); it would tie things together nicely.

I'm pulling out parts of the story to see if there's any relation to real world events. I do see some shifting of locations/names so far between his novel-verse and the real world.
In the real world:
There is no Irish Hill or Bodega Knuckle, However there is a Bodega Bay.
American Indian Movement took over Alcatraz between 1969 and 1971. Alcatraz looks nothing like The Brightman he's describing.
Bodega bay Coast Guard Station was still there as of 2005.
Point Arena Air Force Station was a US Air Force early warning radar base in operation from December 1951 to the mid 1980s. It was originally located at Hill Peak Road (now Eureka Hill Road) at 40.333722, -124.10104. Its Air Force Callsign was "Madam". Point Arena is a city/place in Mendocino County.
The Brightman is a bridge in SF - Brightman Street Bridge Replacement is what Yahoo Search turns up.
The Zodiac Killer was the most infamous person who ever entered San Francisco and the outlying areas. (I need to brush up on my Zodiac info again... There may be some correlation with JJD/Jack/Lenny.)
[Edit - since real murders have played a part in the beginning of this, is it possible that the Zodiac Killer is part of it, or am I reading too much into the placement of the "Zodiac" boat landing where it was placed in the story? ]
