Oh, it's definitely the Orleans Parish Criminal District Courthouse in New Orleans. Your "Pelicans" note brings another flick to mind.

taking a guess at "The Client", based on the courthouse with pelicans probably being somewhere in Louisiana, but I can't find any real buildings to match.
