I suspect the solar powered parking meter pegs the scene as being filmed later than 1982, so unless there's been a remake of Tootsie...
I'll take a shot with The Forgotten, though I've never seen it.

Based on the aggregate content in the concrete. pavement and cobblestones and the silicates used in the streetlamp globes, Declination of the sun and reflectivity index off the car windows putting the date at February 12th, I'll go with "Tootsie".

About two I was pretty sure I was wrong. The third (Chicago) was a lucky guess at best..... only 2453 cities with blue cabs and cold weather to go. I'm pretty sure the concrete slab sidewalk, the obvious long cold periods, the blue phone booth (?) and blue cab should narrow the number of cities down..but I would not know how to do that.
