vorticity maximum is translated to "greatest vorticity". The biggest planet in our solar system (which would have the greatest vorticity) is Jupiter. Now Jupiter was the "king of the gods, and the god of sky and thunder" in roman mythology, carrying the nickname (one of many) Jupiter Pluvius ("sender of rain"). He also stood statue outside Capitol, which could be a reference to the image on the website.

There can be seen a crow (or a raven) on the image on the website and according to wikipedia "The Roman poet Ovid saw them as a harbinger of rain (Amores 2,6, 34).".

Since many of the clues so far has involved wikipedia, maybe we should go after the list of star trek-characters there which has Montgomery "Scotty" Scott as the number forth (after Kirk, Bones and Spock). That would mean Vancouver, British Columbia as the forth location.
