I saw it when it came out and initially, confused it with 'Americathon'.
But, that didn't seem right and I remembered it was about a pirate TV station and IMDB's MOKA gave me 14 hits under "TV show within a film".

Yes, my first thought was "Pulp Fiction", but besides it already being used, my buddy says that it isn't even the same kind of briefcase, so that's why no one bothered to guess it.
I'm going to guess "The Matrix" just because the rooftop brickwork reminds me of Trinity's early scene -- not sure if it fits within your timeline hint.

I stand corrected, and a bit embarassed. IMDB does indeed show "A Cock and Bull Story (original title)" in tiny gray print on my screen. You can also see the DVD cover which I had accessed from my USA public library. Chalk it up to the standard Yankee arrogance.
