Yes. files on the CD (p1.txt, p2 ,p3 p4 and otp.txt are "codebooks"
They are used to decrypt messages that we get from phonecalls sometimes.
So far we found two of them, first one was decrypted using p1.txt from CD

Second using p2.txt from CD

we expect 2 more messages that will fit p3 and p4.txt
Method to decryipt is simlpe actually.

you take word from ciphertext VBLPH and then you search p1.txt for same code. Word left of that code is decrypted text. Its advanced substitution cipher actually.

but carefull files are 150MB big you need txtx editor that can handle such big files
notepad++ or some other giant files txt editor will do
