I personally dont believe that CD was part of the drop. ITs hard to believe that some random person who would found CD would brake it in many parts and throw it on the ground. It is more possible to take it home and check what kind of data it was on. But who knows.
Another thing is that there was no black bag found on Chicago drop location,
message from 709 clearly said
GENTEXT/RETRIEVE DROP BAG NO LATER THAN 312359 OCT 12
It is possible that PM saw our picture of trash and used it to create code for Polish number. though there are few weird coincidences BELLWOOD and 97BA16041 (bell agent)
Polich number and BELL CODE dead mans trigger was solved one day after i posted picture on that forum, picture was also posted on wiki page but it was harder to find there.
Overlying data (deep sound):
it was the same cipher as the horns ITA2
When decrypted:
DIALING....CGLAD U R STILL ALIVE AGENT AI BOUERGES.ACTIVATING SYS BUT FOR NEW EMERG ASSIGNMT.CAREFUL.BEING WATCHED.EOM
In full without abbreviations: Dialing..(C error?) Glad you are still alive Agent A.I. Bouerges. Activating system, but for a new emergency assignment. Be careful. You are being watched. End of message.
Looks like we are getting a little bit of a story.
I understand message as this : "mr Bourges I am glad that car didnt died you at blue hill payphone, I will reactivate agent system for you, but dont
call to much, we are beeing watched"
SOme others understand is as: 'i don't have anything for you at the moment' 'you can stop spamming my phones'
Anyway we are happy to get some more interesting data. And message was played only once, but this might be the same call sauceman got
when he put in the bell code.

Wow, this is really interesting, I have to say. Might have to drop by IRC sometime. Also, I hope that CD from the Chicago drop wasn't something needed, but I have a weird feeling it is. Just seems odd, the other locations have components, and that one has a CD and the Bell Code...

New message on 709 number. Contains "your call cannot be completed as dialed, please check the number and dial again; 2BM" and few other variants, but somehow dialer is getting only this message.
[2012-11-05 02:12:37] <Adah> It always says "Your call cannot be completed as dialed, please check the number and dial again" followed by three characters.
[2012-11-05 02:15:43] <Adah> I've gotten 2BM, 2AZ, and 2CS
[2012-11-05 02:15:54] <eugd> you've called it yourself?
[2012-11-05 02:15:58] <Adah> Yeah, manually.
[2012-11-05 02:16:21] <eugd> all the ones on the autodialer are 2BM
[2012-11-05 02:18:20] <Adah> This time I got a message that said "announcement for switch 154-6"?
[2012-11-05 02:19:13] <Adah> And the verizon wireless message was in a different voice.
[2012-11-05 02:20:35] <Adah> There are different recordings, I guess.
[2012-11-05 02:24:47] <Adah> There are four messages I've gotten so far: 2BM is the most common, but I've also gotten 2CS and 2AZ
[2012-11-05 02:25:07] <Adah> I'm in New York
[2012-11-05 02:25:21] <eugd> lead us to believe it was just part of the recording
[2012-11-05 02:25:41] <Adah> They could all just be part of the recording but there are definitely different messages that I'm getting.
[2012-11-05 02:40:42] <Adah> I don't know if they're even relevant or if they're all just placeholder messages
[2012-11-05 02:50:31] <Adah> i managed to record the "announcement for switch" message, but it is the worst recording in the world
[2012-11-05 02:55:05] <Adah> oh god this recording is literally the worst
[2012-11-05 02:55:17] <Adah> warning, the background noise is deafening
[2012-11-05 02:55:22] <Adah> http://vocaroo.com/i/s1yWjvXUPXcA
[2012-11-05 02:55:46] <Adah> If you can't hear it properly, it's "Your call cannot be completed as dialed, please check the number and dial again. Announcement for switch 154 dash 6."
[2012-11-05 02:56:09] <Adah> SORRY
Also we have 2 more people searching for Chicago drop... This is what they found:

Few of our top shit coder deciphered "whistle" part of 202 and 303 message!
It means from: HQ to: CQ "please confirm"
HQ, an abbreviation for headquarters
CQ
http://en.wikipedia.org/wiki/CQ_%28call%29
"Transmitting the letters CQ on a particular radio frequency is an invitation for any operators listening on that frequency to respond. It is still widely used in amateur radio."
BITS should be read as "state-shift indicating bits"
explanation:
(basically instead of noting down the "tops" in the spectrogram as 1s and the "bottoms" as 0s, you use the times where it changes from "top" to "bottom" and vice versa as 0, and where it stays the same as 1)
http://pastebin.com/rNUy67ER
If you are trying to decode this also note this:
Code:
[14:11] R6mco 2.2.13 Address-Field Encoding
[14:11] R6mco The address field of all frames shall be encoded with both the destination and source amateur call signs for the frame. Except for the Secondary Station Identifier (SSID), the address field should be made up of upper-case alpha and numeric ASCII characters only. If level 2 amateur "repeaters" are to be used, their call signs shall also be in the address field.
[14:11] R6mco The HDLC address field is extended beyond one octet by assigning the least-significant bit of each octet to be an "extension bit". The extension bit of each octet is set to zero, to indicate the next octet contains more address information, or one, to indicate this is the last octet of the HDLC address field. To make room for this extension bit, the amateur Radio call sign information is shifted one bit left.
So for now we have
Whistle:
from: HQ to: CQ "please confirm"
SAME:
bell code required
SAME-Specific Area Message Encoding (SAME) is the protocol used to encode the Emergency Alert System (EAS) and NOAA Weather Radio's SAME Public Warning System in the U.S. and Weatheradio Canada in Canada.
http://en.wikipedia.org/wiki/Specific_Area_Message_Encoding
best description so far:
busy tones with background noise, what is this I don't even, ......emergency weather test signal (only one buzz) ... more unknown sounds
UPDATE:
Actually recording is changing frequently. Sounds like few convos are ovelayed on each other and there is also some form of modulation.
But if you play with wav for few minutes sme words can be recognized.
We didnt find any more drops. We tried Chicago location 2 times and nothing was found.
Japan was searched well firs time.
Hawaii guy was on location at that big tree threee times and he didnt fing anything.
Our primary task now is reactivating agent system on Polish number.
We are currently attempting to find out what is meant by "ENTR BELL AGENT CODE" mentioned in the message decoded from the Poland horn. Take a look at our investigation/theory notes and test/add anything that makes sense.
UPDATE: Not much news. Number 709 is back online. Short data burst on start of busy signal was caller ID. Maybe it was just telcom glitch. Now data song is back. Same as before, transimting coordinates for last drops.
http://dialer.otp22.com/?C=N;O=D
There isnt much story, to hold it all together. Yet. Only thing that connects them all is that all came from one single (now 4 different) phone number. We were trying to find out who is owner of phone numbers, we haw few people from Level 3 communications and from reseller company (Twilio)that is reselling the numbers but there is no owners information in their files.
You can read about history of OTP22 or Colorado phone conspiracy or Denver number station (there is no official name for this ARG) here:
