Actually "French Prison Movie" used the right way gives what appears to be a match. But I'd have not heard of it, otherwise. Looks like a good one to try and find, though. I'll let somebody with more of 'a vision' take it as I don't have anything ready to throw up.
Edit: alright. It's been a while and I thought of something semi apprpos.
The last one was "A Prophet"
I will put it on the 'to watch' list.

I haven't been keeping up with the foreign films and this one does have that look. It appears to be set in France based on the license plate. I don't think the characters work; but, I'll throw up a guess of, "Amour".
