Well, it's been 24 hours, and I've got a big stockpile of movies to get through so...

As a UT student in 1991, that movie was an important cultural touchstone. Parts of it were actually filmed in the block where my apartment was (I think that Mr. Potatohead part was, come to think of it- might have recognized it were it not so blue). That being said, I hated the whole Slacker culture that it glorified - this town has bad enough customer service without people thinking that they need to be too flipping hip to do their jobs, dude.
Anyway.
I'll dig around and see if I can find something to post. If I haven't come up with a still in the next 24 hours, feel free to pre-empt me.

You got, addle.
And the old man actually does mention Charles Whitman in this scene. So, you were not too far off, Rogi.

It's in Austin Texas. Just can't figure out what movie ties that in.
Was hoping it had something to do with Charles Whitman
or the Tower, but can't find anything.
It'll likely be on this list, but I still can't fathom a guess, given the stills shared.

All hope I had of having a memory of this movie has faded.
Suddenly it looks like a Scandinavian or German movie. Haven't seen many of those lately.

Hmm, don't know why the color is messed up. Not supposed to be all blue like that.
Had the same problem with a picture I uploaded.
I'm pretty sure I have seen this. Could even be "The princess bride." but it isn't...hmmm.
