It indeed is plastic explosive in a microwave. It predates the Bourne movies by a few years, although not the novels upon which they are based (which were written ages ago), so it would take a little sleuthing to see if that toaster was in one of the novels that predates Grosse Pointe Blank in 1997.
I want to write a lot more about that scene in Grosse Pointe Blank (which is a great film, so see it!) but I'm pretty sure I'd be spoiling several of the things that make it great by doing so.
