Hello all!
This looks like it could be a neat one!
I can tell you that that sound file on LAINSY's page sounds like a Slow-Scan TeleVision (SSTV) signal (much like the ones used in the beginning of Valve's Portal ARG). However, it has static in the background, and I don't know if that would be a problem when decoding, as I have never used SSTV software.
Also, am I the only one who immediately thought of GLaDOS after figuring out that LAINSY is an A.I. with issues? GLaDOS, Henry/K-1, HAL... People need to learn that putting an A.I. in charge of something is a BAD idea!

It was a small one that turned out to be a Beta ARG to help the Puppetmaster know what to do and what not to do next time.

Yes, that's what I got. I normally try and let others figure it out themselves, before I tell them. Half the fun is doing it yourself. It's why I tend to appear as a lurker.
