the numbers last about 1 second atound the 31second mark in the WAV.
After doing some tweaking myself, most sound right, but a couple are hard to distinguish... what I hear:

care to share how you know it's stegged?
It's a PNG, which is usually used for a reason (typically, lossless compression). Usually lossless images are used so that a modified one can be subtracted...

That's why I don't think they need to be reordered... the quotes are proper opening and closing quotes, and in reasonable places in the original text to denote encoded text and grammar... I'm thinking...
