But, then, how do they ensure that the member isn't fudging the age? Really, an age question isn't sufficient to ensure a clean determining of winners.

it's just a mis-displayed code that represents the special ' (single quote/apostrophe - not the keyboard one). It's an extended character. Happens a lot when people use a word processor that adjusts ...
