First crack at decoding Memo 1:

so, we've had this from aimee:

"And let me tell you Amandel, that when the fear is that strong, and the responsibility is that heavy, you will do anything you have to. We needed an environmental test in a built-up area. I suggested D6, thinking that we would do it on a day when the stadium was empty.

'They' had other ideas, and decided to disguise the whole thing as a terrorist attack, intent on taking out the Queen. If I had known they were going to do that I would have suggested a different place, but it was too late. I know that either way I was responsible for the deaths of thousands of people, but it was all in the name of the greater good. "

and then we decode a memo addressed to her outlining this very plan in advance, and a second memo claiming that she authorized the plan. are we really meant to believe she couldn't prevent it and that the claim of her authorization is untrue, or is she the one playing us false? it seems a little suspicious to me that someone with as much power and authority as she had was only informed of this plan when it was "too late" to suggest an alternative.

i just emailed her about it. will post reply when it arrives.
