[SOLVED][PUZZLE] Numbers

Looks like thecarer is busy today, we've got ourselves another puzzle at his site, http://thecarer.0nyx.com

In hex the numbers translate to "1?", could it be thecarer is saying he will answer one question.

No, tried with several hex decoders, got many different answers. Also, it can't be hex because it's not an even amount of numbers...

IP? 063.014.407.88 Possibly but turns up nothing.

Huh? Where are you getting that number? I see 06311407851

Also, 255 is the maximum number possible for IP addresses (ex. 63.114.78.51 is ok, but 6.311.407.851 is not)

maths and me don't mix but the number isn't a prime number because its devisible by 3.

Something I just noticed, but the sides of the image seem to have been cropped. Notice how the two 1s to the left have serifs, but the one to the right is missing part of its base? The left side of the left 0 is also too thin.

It may not mean anything, or maybe this could just be part of a longer string of numbers.

Not many types of numbers can start with a zero (or typically do at any rate). It rules out any mathematical meaning, we've ruled out UK phone number, 11 digits, so it's unlikely to be broken into parts...?

Could be time elements? 06:31 14:07, but then 851?

No obvious date element there except maybe 14/07 ?

grid positions? Not on the A-Z, that's got letters. no obvious lat/long in there....

I'm stumped...

I thought of an ISBN (Internation Standard Book Number) number seeing as how The Carer made a reference to The Canterbury Tales and there are ISBN numbers beginning 06311 but none match the remaining 407851 as far as I have found!

We were stumped on irc (all 3 of us!) so i emailed the carer and this was the response:
