[PUZZLE?]License Plate? Ok, so there's some debate about wether this is digging to far or not, but since the second video gave a direct shot of it, I'm posting the best cleaned up shot I have of the Bug's plate numbers.
I'm pretty sure it is 4eh2329, and they are definetly Cali plates. Speculate away, this might be digging too deep, but I'm not convinced of that yet.

California plates would either be in the format #xxx### or #x#####. The type with only one letter seems to always start with a 5.

The format is correct. The one letter form is a commercial or truck plate, the other for passenger cars.
Since it really looks like a CA plate, the plate in the photo is either a vanity plate, or was constructed for the game. I bet on the latter.
Regarding the "5". For each series they started with "1" and have marched up the numbers. "4" was used up in the early 90's and all new plates currently start with "5" (unless they have just started "6"). My 1971 Datsun pickup license started with a "2".

I have an idea I don't know how far people have had to go to get clues but. Remember the dealer talked about a code between lucy and him when she was a kid if you figure out the code perhaps the license plate will produce a clue.

I'm going to suggest that it's not worth digging into; the PMs could push alot of things here on the Intarweb (sic), but I doubt they'd be able to get the CA DMV to make them a specialized plate that wasn't a vanity plate.
That said, most of the clues I've come across have something to do with human interaction; Phone calls... Dealing of cards... Other such schtuff.
I don't see Lucky reaching from beyond the grave to switch some characters on a slab of metal..;>

i think that license plate will be a clue later, we may have to identify a car at a live event or something like that, but it isn't a "puzzle" per se
as for a custom license plate, on low-quality video like the site uses, a plate printed out on matte paper at Kinko's and taped over the real plate would be enough to look real
