It looks more like Polish than Russian.
I don't think it's a cypher. I've run it every way I can think of and get garbage.

Wait I just thought of something. Why would the priest hide his messages from an American soldier?
Has anyone thought of running this stuff through an Enigma machine?

I ran it though an automatic decode, which gave a slightly different answer (÷ and ÿ are cyrillic letters, which exist in russian morse code but not english, but don't show up in the forum correctly)

According to the program, it's also at 19WPM, which is pretty fast.
Other than the obvious metropole, I noticed WEST, SWEDEN, and what could almost be BERGEN. EAJOR could also be MAJOR if it was cut off at the beginning.

Sweden apparently should be Schweden in German tho... and it leaves the ew between nurnber and metropole

Not knowing Polish, I can just recognize some quite obvious words:
