The thing that really makes me think it's Russian is "NKVD" (HKBД), CCCP (Russian for "USSR"), and the "V" (B) in Svetlana, in English Morse .-- is W.
It took way longer than it should've, basically I used this page for the Russian Morse, this page for the English letter equivalents, and the Wikipedia page for the unicode characters. I totally messed up the capitalization, and I really have no idea where some of the word breaks are. Or if it's even Russian. Oh and I'm sure there's like dozens of mistakes in there too. Yanka?
