I don't believe this particular excerpt has been mentioned specifically as of even date. One interpretation that springs readily to mind is that V is experiencing friction within his 'cover' job, which, given his slight tendency toward sociopathy, seems quite to be expected. Another reading produces the fascinating impression that the Dear Leader of the Third Power is not, in fact, the Big Cheese, a situation in which our perception of the theft and murders would be forced to undergo a slight alteration of paradigm.
