What the hell kind of language is that?

There seems to be two or three different letters which appear after commas, i and r and tv.

And you're right, there are tonnes of "tttt" or "iii" or whatever.

Any ideas, anyone? It defies logic to me.

I am fairly certain that this is a transposition cipher. The letter frequency is such that a substitution cipher doesn't seem likely and a polyalphabetic cipher improbable. The only question is: what type of transposition cipher is it?
