Seems awful crisp B&W, so am I right in placing this one in the mid to late 60s?

On the mid side of early to mid '60s.

it certainly has that Cold War feel to it, like the original Manchurian Candidate.

Yeah, I was gonna say it really reminded me of Manchurian Candidate.

Say it ain't so, it's been used, and it came out in '62, which I don't think is the mid side of early to mid 60s. But yeah, same here, that's the only thing I could think of.

Very cold war.

This is considered the deadly serious twin of another movie.

Fail-Safe (1964)
"http://en.wikipedia.org/wiki/Fail-Safe_(1964_film)" (the BBCode doesn't like this wiki link)
Now the burden is back on me...

I have no idea what that is, but it's not the answer. At least it earns you another shot.

Okay then...
How about, "Midnight Madness"?
That looks like a "must see".
Edit: That's gotta be it. So on to the next

Lolita's set a decade or so later than this film and where Kubrick lamented making Lolita, the director of this film called it his favorite. This film is B&W.
