Well you have to test it on some1 first before the important people. Perhaps POW's? Explains their lack of 'joy' at being sacrified, something we all know has happened in the past on Earth. Aztecs right up to Nazis.

If this is during the war however perhaps this is a last ditch effort to escape and preserve their way of life before being wiped out by the winning side?

I'm not convinced that it is a weapon...Granier never refers to it as such, and, as we know, he is a ridiculous fop - I don't think that he would have the stomach for this if it was outright murder of his countrymen for the sake of testing a weapon out.

The other alternative is that it could be something other than a weapon, which (perhaps unwittingly) has been developed for some other purpose, maybe as mentioned above, transportation, and is subsequently used as a weapon.

SPEC:
The mining is to procure minerals/metals/"materials" in order to construct an item of great power - possibly a weapon, maybe something which is then subverted to become a weapon. It's the PerplexCity equivalent of the atom bomb, and the war's end is as a direct result of some form of huge cataclysmic use of this object.

Hence PerplexCity has no neighbours, due to the devastation wrought by it's use - justified at the time as necessary, in order to "win" the war, but also resulting in the annihilation of all those surrounding them. Which leads on into the massive guilt complex exhibited by the majority of PxC's inhabitants.

maybe some kind of igneous explosive or really unstable nuclear ore? I think they're planning to kill everyone though cos they speak about sacrificing all they're own people.
