Hmm... I tried reversing the audio and couldn't find any song that I knew, at least. Maybe something else.

Is it just me or does that picture look like an old man... but I don't know what that would have to do with anything... [rant] Below is an order of my thoughts going backwards... from what we got to what we need:

old man... puff... singalong... dreams... dreamcatcher... grandpa...

I think we need more stuff on Grandpa... since this is how it all started... he got the cather for Tiffle and then the crazy dreams start happening... we get the singalong that is then decoded to fit that "doggie" song... then he is listening to the little kid "Puff the magic dragon" song... and now the weird pic that creeps me out... yep... I think we need a little more information on Grandpa... [/rant]

And people say caffine is bad for your thinking...

Well, I've opened up a midi program so I'll analyse the song.

2 bars of silence, Then a scale from C3 to G6 in 13 beats.
(C3 -> C4 = 1 full octave, C3 -> G6 is roughly 3.5 octaves.)

Then 3 more blank beats to finish that bar.

I've split the rest of the bars up so I can just write it quickly.
|| = start/end of full beat
| = half beat mark

I hope codeing this preserves the whitespace

Shortly after an anonymous person posted a comment on my journal (found Here) that I created:

I first play the song forwards (I have no timing information)
Then a gap, then I play the song backwards. The short breaks in the song are where the new lines are.

Rot7 doesn't reveal anything important, and I'm beginning to wonder if the two songs tie into each other, or if it's a reference to another nursery rhyme. (If it is, it sounds as if it's A minor or D minor)
If I had timing information then I could probably make the song a little more comprehendable.
It sounds closer to a real song backwards, but I'm still unsure. I'll post if I figure anything out.

Out of pure curiosity I decided to check the volume of the notes.
On the scale, the volume goes (for all 26 notes):
Bar 3: 90, 60, 70, 60, 80, 60, 70, 60
Bar 4: 90, 60, 70, 60, 80, 60, 70, 60
Bar 5: 90, 60, 70, 60, 80, 60, 70, 60
Bar 6: 90, 60

And so it continues

Bar 7: 90
Bar 8: 90, 70, 80, 70, 60
Bar 9: -
Bar 10: 90, 70, 80, 70
Bar 11: 90

I see that this is quite evidently planned, but how it works I've got no idea.

The pattern changes from the scale to the "song", but for the different groups it seems to be consistent for each bar.....

The next person to talk to tiffletaff, it might be a good idea to ask him why he set in those volume values... you wouldn't do that for no reason...

Sorry to stick my nose in, but thought I would mention that (along with the latest clues you have been given) the initial notes in the file played in ascending order, are giving you the clue to look at the notes. (In other words I don't think the first part is part of the puzzle).

I don't know squat about music, but I tried converting the sound file to sheet music (which is attached):

On the treble clef, the notes that fall on the lines in ascending order are E G B D F .

The empty spaced between the lines in ascending order are F A C E .

Or (all together) E F G A B C D E for the notes on the treble clef.

On the bass clef all the notes names are shifted down two notes. The notes on the lines in ascending order are G B D F A . The notes in the open spaces are A C E G .

The conversion program is new to me, and with my lack of musical knowledge, I'd never know whether it got it right or not ....
