Does anyone else think that we just needed one cache and the rest of them are the same? Although the letter was missing from the one in Milwaukee, wasn't it?
But this package is completely identical to the one from Indiana, isn't it?

Well, that makes sense. How could the PMs know that anybody in Melbourne was even playing? They certainly couldn't have expected anyone to fly in to find it...
But now that I think about it, it wouldn't have been hard for Seth to call in the authorities/one of his contacts to find the package. Maybe the Melbourne package was just put out here to give us something to do?

The PM's knew because they got our addresses in the name the rock competition. Also if they read the boards they know that Tom is in Bristol. The question is - is there a PM living in Melbourne?

Having a cache in Melbourne is really great - I don't think there have been many (if any) live events or dropoffs in Australia before.
Now, do we have any idea what these documents mean? I noticed that the Brookhaven Hospital letter has a zip code that means it had to be written after 1963. I will do some quick googling on the hospital itself.
Could the bank transactions be in a code we could break? Could the NASA badges relate to anything? It seems only two of the caches had them -but maybe they can't be exported outside the US?

It does not look too suspicious to me. The transactions occur at a fixed frequency with a fixed amount and fixed color code. This leaves us with the transaction numbers in front of the color. My guess is that this sheet should only tip us off to some illegal deal going on that someone is willing to pay $10 million for.

Nothing wrong with exporting a piece of metal, even though you may not be allowed to export whatever the badges were attached to
ETA: Brookhaven hospital is a psychiatric facility. Mental illnesses, drug abuse, you name it.
