From what I can figure
1) the numbers are indeed coordinates
2) the coordinates are almost certainly somewhere within Research Triangle Park
3) She has been in contact with Elkstrom, who has a surprise for her, but he probably won't reveal it until we solve his note.

I just can't make the numbers work for any coordinate system within RTP...
