On 15, how specific do we need to be,

I've decoded the cipher & end up with a message but I'm still stuck. Any help out there?

there are no typos in that message, just do the last 2 things the message says...

easy way to solve a rot: write out the alphabet twice, then just shift the 2nd line left or right any number of spots.

eg, ROT-3 would be:
ABCDEFGHIJKLMNOPQRSTUVWXYZ
DEFGHIJKLMNOPQRSTUVWXYZABC

so now for the encoded message, just look for the letters on the top row, and write the letter below it. If that's still gibberish, look up the bottom letter, and write the top letters

ROT-13 is the most common, because there are 26 letters in the alphabet, so really all that's happening is letters A-M are shifted to N-Z and vice versa. So you can encode and decode with just:
ABCDEFGHIJKLM
NOPQRSTUVWXYZ
