Some AIM accounts have an associated email address so we could try emailing him at ashrubbery100SPLAT aim.com.

All he has to do is open up an AOL-associated site in his browser to get notified of a new email message.
He's more likely to get an email. If he's still interested in this game, he'll log in to some AOL service (like AIM) and receive the message. This way, he'll know there are still interested players. If he doesn't, either way we're out of luck. We don't have any other solid way of contact.
Email is a tad more tangible than IM... and we're not limited to the times shrubbery wants to log in to contact him.

Correct. But like I said, it's worth a shot and better than waiting forever for him to log in to AIM.

That's true, but at the same time... If he's not logging on AIM, and he's not reading these forums... I sort of find it unlikely that he'd be checking email at an address most AIM users don't even know they have.
I'll give it a shot in a bit, in any case.

this was going great...but this country is large and only so many people were/are playing this.

Yes, but he didn't want any more people playing it. I think it's most probably an indie ARG, if it was pro, I wouldn't be making this post. Then again, I'd prefer it indie...
