Actually, what the article says is that 85% of overdose deaths are from "accidental consumption of excess black-market drugs." It's carefully worded--the other 15% could indeed be purposeful overdosing, or it could be other legal drugs besides Ceretin. The statement doesn't ever mention Ceretin, legal or not, specifically; it's just a blanket statement covering overdose deaths in PXC.

With limiters in the legal version of the drug, it'd be difficult to overdose yourself. You'd have to ingest a chemical that interfered with or halted the action of the limiter, or be insensitive to the limiter in the first place. It seems like one would be more likely to die from a lethal allergy to something in the pill than an overdose.

 		We've got to be fairly sure that there was no direct reaction to Ceretin within Cymbalisty's body as he had been taking the drug for such a prolonged period with no obvious ill effects. My money is on black market drugs.
