I agree, it does seem odd that the Holyoke stuff would crop up again out of the blue. Since we know that he was killed by V (according to wiki), it may be useful to compare the case files of his murder with those of Cymbalisty. They arent on the PXCPD site's judicial page, but after the 3 cases that are there, it says:

So maybe we could get someone to get/look at/make a copy of Holyoke's case file. Possibly, Anna's volunteer friend who may have access to the archives. We could also try and get Monica Grand's case file, to see if there are any clues there when comparing it with Cymbalisty's and/or Holyoke's file, even though they were killed in totally different ways.

Also, how was Holyoke actually killed, in the article regarding his murder in the sentinel it just says:
