Just to add to Hobbes' speculation.

I suspect that (as was posted much earlier in this thread) the flags somehow spell out a question. Hence the flags not showing an obvious numerical correlation to the solve and also I seem to remember the solve page said: the answer is

So after mulling over this during my run, and getting a really small nudge, everything hit me at the same time. Everything you need is already in this forum. Multiple times no less. And the clues are definitely already enough to get you there.

So close the whole time... but close only counts in horse shoes, hand grenades, and nuclear warfare...

thanks mikeyj, manleym and peapod for your help. they all pointed out that I was closer than I thought in my failed solves. you can get the answer from recent clues if you think what would make sense to ask about. don't want to spoil manley's competition but felt guilty for leading people astray by publishing a fail, which was on the right track. also, and hope this isn't saying too much,

i've tried

Cracking the Code ? - help please

33 flags - 33 ships in the fleet (including frigates), so lets assume each flag represents one ship.
Tried each unique flag representing first letter in ships name. Close but too many unique flags.
Length of ship's name - nowhere near.
Any other ideas ?
Number of flags on each mast nearly matches number of ships in each attack line, with frigates on own line, but middle and right mast seem to be one out.
