It does indeed seem to be a book cipher.
Spoiler (Rollover to View):
Try the full text of Ozymandias. I'm working it out still, although there seem to be some gaps.
What clue led you to try that text in particular?

The torn pieces of paper from the same cache had the last three lines of that poem.

The blog is updated and Sue says that Charles is already dead. There is a link to a sound clip but I can't get the link to work...this is bad.

Here's the link to the audio...the one on Sue's blog still doesn't work.
That link doesn't work either...the only way I can get it is by cutting and pasting this http://geocities.com/sue_terrini/TuesdayMessage.mp3 into my browser.
ETA: Now that doesn't work either...unfortunately, I only got to listen to about 4 words before it stopped working. It was definitely Charles's voice and he didn't sound well...

EDIT> can't believe we've failed on our first mission, either it's a ruse to put us off, or they were running out of ideas....

Just a thought (not sure if it needs spoilers but just in case):
Spoiler (Rollover to View):
Could this box be the "Rel. Cache 23" the latest batch of papers has mention of?

Could be. Logic would of course follow. I think the book cipher may give us more input.

Hey, if it gets us an answer faster, I'm more than happy to play 10-key monkey...

I'm about 3/4 of the way through the book cipher now but it's not easy. I thought that the ! would be end of words but they are not. They are just random letters as far as i can tell. This is because the key has no e's.

No e's or u's. It's a pain. It will be a few hours until I can do more. Here's what I got. Maybe someone else can improve on the gibberish:

Edit: wow... my first actual post after apparently lurking for almost 4 years
