How does one "loiter with malicious intent", anyway? Shifty eyes? Burn marks? Bit scary that looking dodgy is grounds for being arrested over there.

I suppose muttering to yourself and glaring at red-heads might do it.

I'm not entirely certain, so correct me if I'm wrong, but it's an offense in our world, too. It's basically used when police suspect a person of doing something wrong/planning to, but can't actually call them on it. If they look suspicious, though, or if someone reports them as creepy looking....

But...yeah. I think Kurt could probably pull off dodgy-looking at the moment. >.>

I'm feeling that it's a direct reflection of the times over here. With the US and UK engrossed with their own immigration issues, "looking dodgy" (I really beginning to enjoy that word. Thanks UK!) i.e. not like "us" is becoming more prevalent nowadays. Damn shame.

It certainly is something which can be used as a reason for arrest, although generally only as a last resort, as one notable member of the thin brown line once clarified:-
