EDIT: Didn't have time to post this spec while the tickets were coming up. 3.12% tax rate seems like a really high one. I'm in California and mine is just a hair over 1%.
At first I thought Sam was saying that the school funding and municipal operations dollars were part of the 16.3% going to the county, but it looks like these percentages are for three separate items. The fact they add up to 110% is probably just an error in her math.
