Me and some friends were convinced that was Welsh, considering that they're all words in Welsh..

Another thing...
Spoiler (Rollover to View):
Some of the illegible lettering on the image is the same font as the Scapegoat logo. We can easily make out an "E" at the beginning and the same "S" at the end. I'm assuming th second letter is a "Q" based on how the two remaining letters curve at the bottom I want to say they're two "B"s.

I might be barking up the wrong tree, but this is what I've looked at for a couple of hours so far:
The closest airplanes to that in the pic:
http://history1900s.about.com/gi/dynamic/offsite.htm?site=
http://www.geocities.com/fireswarm86/planemaster.html
Back to the subject of horse:
airforce codes:
Horse
[NATO] Soviet Yakovlev Yak-24 helicopter.
Horsefly
[UK] Testing of the Plessey MAWS system for the Harrier GR.5 at the
NWC, China Lake, California.
(neither of the 2 above look like the picture)
I'm new to ARG, so forgive me if I'm leading all of you astray!

(wide URLs make the forums page side-scroll, so i split the long URL at a good breaking point, which as you can see was just being redirected anyway -- catherwood

I have managed to work out what the photograph and text represents
Spoiler (Rollover to View):
answer = trojan horse. which leads to this url:
http://scapegoat.bravehost.com/trojanhorse.htm
So far not much on the page other than the title: Scapegoat - The Experiment and a set of numbers:
698282798233
Haven't worked out anymore than that yet. I am still trying figure out whether Scapegoat is an ARG or one of those "puzzle solution=next URL" riddle games?

Well, I entered that number into the URL. The site initially came up null. However, after a few seconds I got this:
