dont think this has been mentioned and i dont even know if this is important but on the "3 branchs page" in the source is

pretty sure it's just tracking software (analytics) but not gonna rule anything out.

Hmm, I'm not seeing it... could you be more specific? Do you mean the Cyrillic characters? Or the lines?

The Cyrillic characters, so far i haven't found any words for it in anagrams.
Thought there might have been.

Yeah, I know what you mean. I even read Russian, and haven't found anything. Actually, I can't determine if my ability to read Cyrillic helps or hampers my getting the puzzle.

Hunnter: I haven't been able to find one, but just from playing with an online translator I'm pretty confident that the letters make an adjective. seeing as there is a ЫЙ there. Unfortunately that doesn't narrow the field too much.

Does anyone have a list of common letter pairs and triplets for cyrillic that could help piece the rest of the bits together?

I can try to help a little bit. You're right, the ЫЙ is probably the ending, and would most likely be an adjective. Here are some guidelines that'll help:

Ъ,Ы, and Ь cannot start a word. Ъ and Ь do not actually represent sounds themselves, but change the sound of the letter that comes beforehand. They are known as the hard and soft sign respectively. They also MUST come after a consonant. They cannot follow a vowel. Incidentally, the vowels are:
A, Е, Ё, И, О, У, Ы, Э, Ю, Я.

In my Russian dictionary, there are no words starting with OИ. It is not unabridged, but it's pretty good. There's only one word that starts with KT and that word is KTO. It means 'who.'

So, if we have a word, and it is Russian, it will have to start with P, CT, _O, Л, TE or Б.

If I have any other thoughts, I'll add em in later.

As a side note on the 'compliance' business is that that is the word at the bottom of the color code table in the picture - note this is NOT what appears on the original picture at the Abilene website that Russell_k linked - there it is 'utilization'.
Nor is the new version of the 'internet' puzzle website the same as the original (my saved version of that pic had 'compliance' in english not russian). (Edit - just reread Russell_k's post properly above about it changing - doh Embarassed )
I'm guessing its another prod from the PM Smile .

Will poke around some more - has anyone had any luck checking for steg's in the pic? - I dont have the software Embarassed

I think the colors of the network links as well as the bandwidths are irrelevant to whatever puzzle is here. The map linked by Russell is a realtime map of network utilization levels. I think the representation we see is just a screenshot of the realtime map at a given time. Now the PM could still be using the colors or numbers to convey info, but I dont' think so. Just my guess.

I have tried playing with contrast and fills on the image, but have not tried actual desteg as I hate guessing passwords :p

** Ok, this may be my first useful thought of the day. I've been assuming the underscore in the _O was a blank letter we needed to determine. I'm now thinking it represents a space. So we're probably dealing with two words, with the second beginning with O. It may make the search a bit easier. Maybe.

The '_' being a space rather than a letter we have to guess DOES make more sense in that the two words will be the answer rather than one letter we have to guess. I think you're on to something...

EDIT 1 Hey, would that mean then that since the SPACE comes before the 'O', that the second word has to begin with 'O'??
