If this is genuine, best i can offer is maybe someone didn't like the guys sense of humour.

He was running a competition to win a 2006 pontiac, which truned out to be a toy 2006 pontiac.

Closest thing to fraud (while not being fraud here, I dunno about the rules over there in "this coffee is HOT, and "do not stop the chainsaw blade with your hand" land) I saw there, although it wasn't untrue, and not a bad joke, if a little played out. my mum pulled it on me for my 18th.

Beyond that I saw no other possibility for fraud, but maybe I'm not devious enough to pick up on it.

Some people seemed pretty pissed at the guys behind this for some reason I can't fathom, so its not beyond the realms of possibility someone went to the authorities just to give the pms' grief.

I could be way off base, but thats the best I can manage, all wild speculation off of the little time I spent around there.

I played around with the code for quite a while, last night and got nowhere. Best I can figger is it's some MIME variant.
There are 13 unique characters.
It IS a continuous string, though and if you start at the beginning, there are 24 unique digrams with a "Z" left over at the end. Substitution of those digrams into letters doesn't give anything promising. Didn't try trigrams and don't think that's the way to go as several of the strings repeat up into the twenty characters range. It's wrapped in the HTML entities "=" at the beginning and "CRLF/CRLF" at the end. with <br> taks on every "line"

If it were a real FBI message, I'm SURE we'd be able to google part of it (Unless this is the first site they've ever used that message on). The legalese doesn't seem quite right for an official message.

Also, there was one character on the page left over with a link to the old forum. It's the colon just before the last visible link. It displays the FBI message, as well.

My vote goes for crazy PM, as the site has now changed, claiming it will be auctioned off to help pay for legal fees. However, there is some hidden text and a link to their forum there, so I'm guessing this is all just part of his game
