I've tried visiting all the Lotto sales establishments in my immediate area to find a sign like that, to no avail. Google Images is not too much help, yet, either.

EDIT: Trying to find a way for the anti-lottery ordinances for San Diego county to work out to a column of six. 56.09-56.14

EDIT: My bad. I wasn't first to answer. Just first for my team.

I sent a bunch of areas around the Salton Sea as answers for Lore3 and it seems this one is not based on the myth and more on the flavortext and picture itself.
Here's Taylor's reply:

I'm just not seeing anything in the pic save hints of 3-dimensional shapes if you were able to change perspective. I don't see any telltale steganography.

ETA: Looking at the text again, I see where Anna is going out of her way to not name something. It hit me when I first saw this puzzle, but didn't seem important. Re-reading Taylor's hint, maybe I was wrong.

Well. I'm just feeling really stupid, today. I know the source of the page didn't change and I REALLY should have pursued looking at "spacer.gif", but it wasn't till this morning that bringing up that page showed the other image. I'd looked at it dozens of times and the first image never once popped up till today. Maybe a slightly faster connect today (14.4) than the 12kbs I was getting before is the main factor.

Tried something yesterday for Legend Trial 2 that seemed a little too easy and got a no-go from Taylor. After thinking about it for a day, I finally got it. I'm probably last on this one, but nobody's posted, yet, so here goes:

If you count the syllables in each line and convert those counts in groups of 2 (3 characters per stanza) to hex you'll recreate the message. The "--" entries represent a zero. When the resultant hex number contains a letter component, Anna has simply given those. Example: ASCII "M" = Hex "4D". Anna gives the "D" on the 2nd line.
