So, now that Bungie/MS are kicking Halo 3 PR into over drive, this site as been mentioned. I don't know how long it may have been around, I don't know if it has already been investgated. But you folks are the masters at this stuff (especially at figuring out what is real and what is bogus). So I thought I would toss it out to you.

I am suspecting it is a fan ILB copycat... especially since the site is registed to Seth Graham you give his email as a .gov. "fnal.gov" to be exact. But even that site, while looking legit is interesting.

 		I did a Google search for "tru7th.org" and found other sites referencing it in years past.

http://www.tru7h.org/srdp/ is from 2005

There is a Google cache of a page from xzzy.org which lists several other subdirectories.

My guess is that someone who works at Fermi Lab in Illinois has built himself some personal webspace, hosted on lunarpages in L.A.
