[White District] Subcue Puzzle (solved)

OK, I figured out Subcue, located in the Public Services Building. If you follow the rules given, you can eliminate down to the following potential codes. After you solve a puzzle, you can't access it again (if you use this, can you copy the picture and information before sending?)

The rules were as follows:
11-digits, starting with 9, ending with an odd number, each number must appear 3 or fewer times

CODE ONE: 97267883651 or 91106744153

CODE TWO: 97688434343 or 92155508771

CODE THREE: 95738221647 or 99736780665 or 90337926317

Unfortunately, this lead to a lot of trial and error. The correct codes are

This is not really our department, but we'd prefer to handle this situation internally if we can. Early this morning, DefenseCorp agents stormed an apartment unit that was being used as an Underground hide-out. The apartment had obviously just been evacuated (there was still steaming soup on the stove), but a thorough scan of the place turned up a hidden wall safe. Inside the safe was a small aluminum box containing the items shown in the photo (three sub-qs and a key).

It seems as though the skivers had been hacking the sub-qs,probably in an effort to learn how to alter sub-q information. It shouldn't have to be explained how dangerous it would be to DefenseCorp if the skivers ever learned how to pull that off. The information on these three chips has been pretty well trashed, and the Identification Index Number that would allow DefenseCorp to figure out who these sub-qs came out of are gone. However, that index number appears at several places in the code contained in the sub-qs,and there is a chance that all the screwing around the hackers had been doing didn't eliminate all occurrences of this important number.

Your job is to go over the sections of code that could be salvaged, and see if you can find the IINs somewhere in the mess of the three sub-qs. The basic syntax has been scrambled, so the number may appear somewhere in the middle of other numbers and such, but if they are in there they should appear from left to right and be uninterrupted by line breaks or other numbers.

The IINs are generated according to a system, and so they all follow certain rules:

_ It will be 11 digits long
_ It will start with a 9
_ It will not use any single number more than three times
_ The last digit will not be an even number

When you enter the answer you get the option to "send to underground" I didn't check this option and got the response as follows

Subcue

DefenseCorp will be able to capture many skivers with this information

You have received negative Karma.
You have received 4 Prestige.

You have received 100 Credits

I can only assume it will be different if you check the box. Someone else find out?

I wanted to see the effects of playing both sides, so I clicked to send to the underground instead. The results were similar:

Thank you for your assistance to the underground

You have received positive Karma.

(My karma stayed red though, so I can't tell if it was affected by the 'positive Karma' or not.)

95738221647 actually appears with a line break between the 1 and the 6 in the code, and the information given states that IINS should appear "uninterrupted by line breaks or other numbers". So there are just 2 possible solutions for each of the codes.

Also, once you have gotten down to the two codes it could possibly be, here's another clue:

Think of which code you are on.


Though since I'm new to this sort of thing, I'm not sure if that clue is too vague or too helpful. It's how I did it. I was guessing and pleasantly surprised when I got more credits rather than lost them.
