A song that I hadn't seen tried: Sonatine En La Mineur (Op. 61) by Charles-Valentin Alkan. It seems strange to cut off the fifth note when it follows the fourth so closely, but the first four notes of that song seem identical to me.
I tried "Sonatine" (which is the name listed in Wikipedia, which I take to be the "common name") with all three combinations of #5 that I could see (Les Toreadors, Carmen Prelude and Les Toreadors (Carmen Prelude)). None worked. If anyone with credits wants to try the more expanded version of the name, or double-check if it sounds right to anyone except me, go ahead.

Well aside from freaking out my dog...
Actually maybe I have something for number three. I am pretty sure that the rising progression is "do re mi fa" and so if you look for a piece of classical music that actually contains the scale you will likely be correct. Then again, it could just be the scale itself.

do re mi fa being just the first 4 notes of any scale ascending or specifically C Major? either way it doesnt really narrow it down at as that is such a basic tenant of composition, just play a chunk of he scale.

4 notes of any scale ascending with a slight pitch drop in the fourth.
Are we absolutely sure it is not the Zarathustra song? How exactly did we rule that out? Because honestly it is the only accessible classical song with that kind intro.
Wait a minute! Okay so MENDELSSOHN is involved with the music puzzle over in the White district so clearly someone is familiar with his work. Maybe maybe maybe this #3 is one of his. He did, after all, compose the Wedding March which does, after all, begin with four slow notes. Maybe? Maybe? I know I am reaching but maybe.

lawl, my dog flipped out about it too. i actually used my bass guitar to figure out the exact notes and played it into tunatic but it didnt come up with anything.

I havent been able to listen to it but could it be Der Doppelgänger by Schubert?
Edited to Add: Just gave the opening to Der Doppelgänger a listen and this sounds a WHOLE LOT like the third set of whistles. I tried all the solutions that Bishop recommended plus Der Doppleganger but it did not work. Still I am pretty sure that Der Doppleganger is close enough to be likely.

i dont believe der doppleganger ever has three notes which rise a whole step each.

Well, I think we are definitely looking for string instruments. The "high-higher-higher-lower" note progression strikes me as a convention of string music and not wind instruments. Also...

Bishop Says: somebody asked me to run a search a while back - all the answers came back green except the third one. Looks like your answers are similar enough that the results would be the same. I dunno... I listened to it and have no clue. Kinda makes me want to find one of the so called underground and just ask them directly. Crazy skivers.
I mean, duh. Do we have any direct contacts with the Underground? Because I think this is a case of PM's realizing we are having trouble and pointing us in the right direction.

ID glitches to me, suggests that there are players involved that we should try and find...
