Mayan end of days has been going on for at least 15 years that *I* know of, I remember listening to Art Bell back in '95 in the Army and hearing about the end of the world in 2012. I concur on the numbers, also reversed around 6.5-7.3 seconds there is a weird sound like someone leaning back in a squeaky chair- any of the sound wizards want to take a gander?

I suspect this is a substitution cipher - chucking the numbers into Perl and doing some tallying gives these totals:
(Edit: Wasn't subst after all!)
If you hex->asc the wav numbers, you get:

Taking out the non-readable bits means that we need to decode:

All of which are letters in the larger block - possibly the same key?

It was just all Hex/Dec/ASCII conversions but done three different ways.
In case it should come into play, later:
for the three sections:
