I'll have that split into two grids momentarily...

...or maybe not? The last round, we were given 225 pairs, which split out into 15x15 grids, the uppercase giving us another "5per" solve. This time we have only 208 pairs? Now what?

The lowercase letters are almost certainly filler. Each of the 8 rows of text contains exactly one instance of each letter from a-z. So the real action must be in the uppercase...

[SOLVED]

I spoke too soon about the lowercase letters not being important, because they are the key to solving this code.

You have to re-sort each row according to the lowercase letters, keeping them together with their uppercase pair. Then, the message is spelled out in the uppercase. It is:

You are smart to have found this page. I am smart too, which is why I am leaving behind this record, this evidence if you will, of what I have done and why I have done it. I know now something is likely to happen to me, as has happened to those I have sent on to the Doctor, the Miller as he likes to call himself. Through his involvement in a multitude of covert government projects he has "seeded" the world's waters with chemical concoctions of his own creation, carefully watching and analyzing the results. He is on the brink of creating the world full of monsters he has long been working towards, not realizing he only hastens the speed at which mankind arrives at that destination anyway.

That location is in Korea...Chongdo Korea.
