I'd say it has something to do with the decimal version of the fraction 13/21.

EDIT:
Well, it could really be any number of fractions with 21 as the denominator:

Looks like she got tired of waiting

It looks like Pachinko got tired of waiting. On her WWO entry for today, she explains the answer to be .07 percent Oh well.
