The guy posted on both of those websites. Looks real because the thread was stickied and the guy has what appears to be administrator powers or at least some kind of special powers on the forum.
I didn't think Bungie would let the Halo 3 beta end without a bang. Looks like this is their way of doing it. All over HBO and Bungie's forum people have been trying to figure out what the guy was saying. I wonder when the next "incident" will occur.

So the obvious question is, who is this entity working for? Who is the senior officer?

Last time i heard about a "reflex" in the context of halo was ILB's System Peril Distribution Reflex (SPDR)

Is anyone interested in a transcript of the two conversations between AdjutantReflex and the folks from the two forums? I just compiled two - they only contain the forum comments that AR responded to and its responses, though - not the whole forum. I'll post them if anyone's interested, but don't want to spam if you're not.

Next time this thing pops up, I think someone should try talking to it in Flea-speak, or at least SPDR speak. I'd be interested in seeing what sort of response that would get.

Reflex = R (Responsive)
Compound = C (Place/structure)
Intelligence = I (AI/Monitor)
ARC intelligence.

I disregarded the 384 hours +- because in the context of the large amount of time, it is insignificantly small (16 days).
So 99,794.4 years since the Halos were last activated by the Forerunners????

Here is how it breaks down:
Hours in a year, according to Google = 8,765.81277
Hours passed since activation as cited by AdjutantReflex = 871,803,909+-384
871,803,909 / 8,765.81277 = 99454.999995396890047880865244627
Rounded, that's roughly 99455 years since activation.
100,000 - 99455 = 545
We're in year 2007. The events in the Halo story arc take place in the year 2552.
2552 - 2007 = 545
