 		That sounds like tweaked words, not scratching. Gonna look for a program to mess with the audio since I don't already have one.

 		OK, so the message can be interpreted as follows:
Spoiler (Rollover to View):
It's morse code. There are two types of scratches, a longer one (maybe 3 sec?) and a shorter one (about 1 sec?). These correspond to dashes and dots, and what you get is:

-.-- --- ..- / .- .-. . / -- .. -. .

which translates to

YOU ARE MINE

Insert maniacal laughter as needed.

Bringing this over from the Beg Mithras thread where CK gave us a great reference point for each level of initiation.

Makes sense: Mantra given to repeat (Infiltrators have been told to repeat YA DOST MITHRAS). And the sun picture on the website.
